| Issued by Czar Alexander II of Russia, it was a way to enlarge
his secret police force to include liberals, who would relax the censorship
and control over freedom of thought. Alexander II was a ‘nice’
czar, compared to his father. However, after his death his son was very
cruel as well, erasing any progress made by Alexander II’s reign. |
