| This congress was of the alliance powers who were occupying
France following Napoleon. They claimed that Louis XVIII would never be
recognized as an authority if he was always backed by a foreign army, so
they pulled out. Almost immediately the French revolted, and settled with
the Congress of Trapeau in 1820. |
